KUALA LUMPUR – The government will take full ownership of the MySejahtera app, the Health Ministry confirmed, with an agreement to be inked with MySJ Sdn Bhd in the near future.

In a statement today, MoH Secretary-General Datuk Harjeet Singh concurred with the Public Accounts Committee’s (PAC) view that the government should be the sole owner of the app.

“The agreement will also clearly state that no other parties will be allowed to use the user data from MySejahtera.

“After getting the approval from the Finance Ministry on February 24, 2022, to further discuss matters with MySJ Sdn Bhd, the Price Negotiation Committee was formed, comprising government public communications arm Ukas, the Malaysian Administrative Modernisation and Management Planning Unit (Mampu), National Security Council, and MoH.

“The ministry is also in the process of appointing an independent consultant to oversee any issues regarding MySejahtera security that could threaten the application’s data integrity,” he said.

Harjeet also said the ceiling price of RM196 million set by MoF for the procurement of the MySejahtera app was considered in terms of corporate social responsibility (CSR) from March 1, 2021 to April 1, 2023.

“The ceiling price was determined based on functional point analysis studies carried out by Mampu, which acts as a technical evaluator and looks at technical governance.”

His response comes after the PAC concluded that the RM196 ceiling price for the procurement of the app for two years is too high and goes against the CSR concept mooted in the early days of its development.

He said the discussion between the government and MySJ Sdn Bhd is for the development and maintenance of the 18 modules implemented by the company and does not include the three CSR service modules.

“The ministry is also currently working to collaborate with app developers for more features in the app,” he said.

As an initial step, the blood donation record display feature uses the data channelled from the Blood Bank Information System to the Malaysia Health Information Exchange before being integrated into the MySejahtera app.

Meanwhile, he also said MySejahtera will soon be placed under a new division of MoH – the Digital Public Health Division.

Harjeet said that since the regulation of MySejahtera was transferred to MoH on November 26, 2021, several efforts have been implemented to determine MySejahtera’s direction.

He said they included the establishment of a MySejahtera Steering Committee chaired by the health minister and assisted by a MySejahtera Technical Committee as it would make the app’s operations more organised. – The Vibes, October 4, 2022
