THE Securities Commission Malaysia (SC) and the Financial Services Authority (FSA) of the Sultanate of Oman have signed a two-year Joint Programme for Capital Market Development Cooperation, marking a deepening of bilateral ties aimed at enhancing capital market resilience, transparency, and innovation.

Signed in Muscat by SC Chairman Datuk Mohammad Faiz Azmi and FSA Executive President H.E. Abdullah Salim Al-Salmi, the agreement outlines several joint initiatives including knowledge-sharing, staff exchanges, training, and efforts to jointly promote both countries as attractive investment destinations.

“The collaboration enhances knowledge exchange and promotes each market’s distinct investment appeal, ultimately driving sustainable growth across both conventional and Islamic capital markets,” said Dato’ Mohammad Faiz Azmi.

Among the priorities of the programme is a study into the feasibility of a mutual recognition agreement between the two regulators, with a view to encouraging cross or dual listings of securities and companies. Both parties also intend to share research, regulatory frameworks, and development strategies.

“Our partnership with the Securities Commission Malaysia is a bridge between ASEAN and GCC capital markets,” said H.E. Abdullah Salim Al-Salmi. “We are expanding our collaboration into areas such as capacity building, sustainable finance, and market innovation — laying the groundwork for resilient, trusted and globally connected financial markets.”

The FSA Oman has also been invited to join Malaysia’s Young Regulators Development Programme, run in collaboration with Durham University in the United Kingdom.

The SC, along with Bursa Malaysia, also hosted engagements with Omani and GCC investors during the visit, promoting Malaysia as a compelling destination for economic partnerships and investment flows.

Islamic finance remains a strong pillar of Malaysia’s capital market. As of June 2025, 855 securities on Bursa Malaysia were Shariah-compliant, accounting for 80.58 per cent of all listed securities. These span sectors including industrials, consumer goods, technology and real estate. - September 11, 2025
