Preliminary findings reveal that the company may have breached permit conditions - June 6, 2025

THE Road Transport Department (JPJ) has launched an investigation into the haulage company whose lorry collided with a Federal Reserve Unit (FRU) truck in Teluk Intan, Perak, resulting in the deaths of nine FRU officers on 13 May.

Senior Enforcement Director Muhammad Kifli Ma Hassan said the investigation paper is expected to be completed by the end of June before being submitted to the Deputy Public Prosecutor for further action.

“The lorry in question has been seized and we have opened an investigation paper on the owner of the company. The investigation is expected to take about a month,” he said during a press conference late Wednesday night, held in conjunction with the Special Motorcycle Operation under Ops Khas Aidiladha (HRAA) along Jalan Kuala Krai.

“Preliminary findings reveal that the company may have breached permit conditions. The lorry was authorised to transport coal, but on the day of the incident, it was carrying gravel and other unauthorised materials,” he added.

Previously, media reports confirmed that nine FRU personnel were killed when their truck was involved in a head-on collision with a gravel-laden lorry on the Jalan Chikus–Sungai Lampam route in Teluk Intan.

Perak Police Chief Datuk Noor Hisam Nordin was quoted as saying that nine others were injured in the crash—two critically—with the remainder receiving treatment for varying degrees of injuries.

The deceased were identified as S Perumal, 44; Mohd Roslan Abd Rahim, 46; Mohd Pozli Jaudin, 41; Nurit A.K. Pandak, 34; Amiruddin Zabri, 38; Mohamad Hilmi Mohd Azlan, 38; Akmal Muhamad, 35; Damarrulan Abdul Latif, 33; and Akmal Wafi Annuar, 28.

Muhammad Kifli confirmed the investigation is being conducted under Section 57 of the Land Public Transport Act 2010.

In a related development, Muhammad Kifli revealed that JPJ has issued more than 1.13 million summonses since the launch of Ops Khas Motosikal last year, targeting high-risk traffic offences committed by motorcyclists.

“Of these, 848,885 summonses were issued in 2023 and another 283,255 so far this year,” he said.

He noted that the top three offences were riding without a valid driving licence (301,774 summonses), expired road tax or vehicle licence (251,886), and lack of valid vehicle insurance (233,819).

“There are still widespread offences committed by motorcyclists, and we are continuously stepping up enforcement to help curb road accidents. Motorcycle-related accidents account for about 65 per cent of all road crashes,” he added.

Under Ops HRAA 2025, more than 2,000 enforcement officers have been deployed nationwide, with a primary focus on monitoring and acting against motorcycle riders who fail to comply with road regulations.
