Public sector employees reminded to focus on their responsibilities and refrain from participating in any agenda or gathering that may undermine the integrity and professionalism of the civil service

CIVIL servants must remain committed to delivering quality services to the public without being swayed by agendas that could compromise public confidence in the civil service, said the president of the Congress of Unions of Employees in the Public and Civil Services (CUEPACS), Datuk Dr Adnan Mat.

“Civil servants are the backbone of the country’s administration. As such, they must demonstrate professionalism, integrity, and decorum in serving society,” he said in a statement issued on Monday.

Dr Adnan urged civil servants to uphold political neutrality and avoid involvement in gatherings or actions that could damage the image of the public service. He stressed that their role as implementers of government policy must be grounded in the principles of the Rukun Negara, particularly loyalty to the King and country, and the supremacy of the Constitution.

“Any action that deviates from these principles not only tarnishes the reputation of the public service but may also disrupt the continuity of the nation’s administrative system,” he added.

“CUEPACS urges all civil servants to remain focused on their entrusted responsibilities and not to be easily influenced by provocation or activities that could compromise the civil service’s image in the eyes of the public.”

Top Civil Servant Warns Against Joining 26 July Protest

On Sunday, the Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar, echoed this message, warning civil servants against participating in any protest, including the upcoming ‘Himpunan Turun Anwar’, scheduled for Saturday, 26 July.

“They are civil servants. How can they take to the streets?” he said when asked about reports of possible civil service involvement in the demonstration.

Speaking after officiating the 2025 Ansara Sports Carnival in Shah Alam on Sunday, Shamsul Azri reminded public servants to internalise the weekly oath they recite, which includes pledging loyalty to the King and the nation.

“We recite that oath every day, every week. Loyalty to the King and the country. Have we forgotten that?” he asked. “Be loyal to the King and country,” he stressed again.

The protest, dubbed ‘Himpunan Selamatkan Malaysia: Turun Anwar’, is being organised by PAS, whose Secretary-General Datuk Seri Takiyuddin Hassan said the event is expected to draw over 50,000 participants. The rally, scheduled for 26 July in Kuala Lumpur, is intended to signal public dissatisfaction with Prime Minister Datuk Seri Anwar Ibrahim’s administration.

Police have issued prior warnings that all public gatherings must comply with existing laws, including advance notification to the authorities. - July 21, 2025
