DEPUTY Plantation and Commodities Minister Datuk Chan Foong Hin has called on the Ministry of Finance to publicly disclose the amount of federal revenue collected from Sabah, saying transparency is key as both governments begin the 90-day review ordered by the High Court.

Chan said the time had come for “honest disclosure” on how much the federal government has received from Sabah over the years,  data he described as fundamental to any fair computation of the state’s 40 per cent revenue entitlement under the Federal Constitution.

“It is time for the Ministry of Finance to disclose the actual amount of federal revenue collected from Sabah, to promote transparency and prevent any misunderstanding or misrepresentation by other parties,” he said in a statement today.

The Kota Kinabalu MP said this after attending a special briefing by Prime Minister Datuk Seri Anwar Ibrahim on the Sabah Special Grant, during which the federal government reaffirmed its respect for the ongoing legal process following last week’s Kota Kinabalu High Court ruling.

Chan said he had personally conveyed to the Prime Minister that “now is the time for both Federal and State Governments to work in unity and good faith” to uphold Sabah’s constitutional rights through “genuine dialogue, mutual trust, and transparent implementation.”

He also proposed that the Technical Committee under the Malaysia Agreement 1963 Implementation Action Council (JKTMTPMA63) be empowered to lead the 40 per cent entitlement review within the timeframe set by the court.

“Both the Federal and Sabah Governments, through technical committee JKTMTPMA63, are now formulating a new mechanism to determine the future calculation of the Special Grant, consistent with the principles and spirit of MA63,” he added.

Chan said the court’s judgment has set a clear legal direction, and this should be treated not as a confrontation but as “an opportunity to strengthen federal–state cooperation and reaffirm our shared commitment to equitable development for the people of Sabah.” – October 23, 2025
