THE Employees Provident Fund (EPF) has signed a strategic memorandum of cooperation with the Malaysian Immigration Department (JIM) to strengthen the enforcement of mandatory contributions for non-citizen employees, in line with Budget 2025 objectives.
The partnership will enable system integration between EPF and the Immigration Department, allowing for more accurate and secure verification of foreign workers’ status through shared data from the Temporary Employment Visit Pass (PLKS), payroll passes, and other valid permits.
EPF Chief Operating Officer, Sazaliza Zainuddin, said the collaboration is expected to enhance verification efficiency and expedite the registration of foreign workers, particularly ahead of the full implementation of mandatory contributions from 1 October 2025.
"Through this partnership, we aim to ensure a smoother, more reliable process for both employers and employees, reinforcing compliance and safeguarding workers’ rights," Sazaliza said.
To date, 1.3 million foreign workers have made contributions via 60,000 employers, though some employers have yet to comply with the regulations. EPF has cautioned that non-compliance may result in penalties and legal action.
Employers are also advised to ensure complete worker information to avoid disruptions to contribution processing, while fingerprint registration for employees is scheduled to begin in January 2026.
EPF emphasised that the collaboration represents a crucial step toward implementing national labour policy with integrity and providing long-term benefits for both employers and workers.
