THE Selangor Islamic Religious Department (JAIS) has dismissed claims that it faces obstacles in taking legal action against Qadiani teachings due to the influence of palace-linked figures, describing such allegations as baseless and irresponsible.
JAIS director Datuk Mohd Shahzihan Ahmad (pic) said statements made by a preacher regarding deviant teachings in Selangor, which have been circulated and linked to the palace by certain parties, were not only inaccurate but also disrespectful to Sultan Sharafuddin Idris Shah as the Head of Islam in the state.
“These claims disregard His Royal Highness’ firmness in curbing and combating any deviation of faith and deviant teachings in Selangor,” he added.
Shahzihan explained that the perceived difficulty in acting against the Qadiani stems from fatwas issued on September 24, 1998, and August 17, 2000, which ruled the group outside the fold of Islam.
“These fatwa decisions have affected the jurisdiction of JAIS Religious Enforcement, which is only empowered to enforce Syariah criminal law against Muslims, as stated under Subsection 1(2) of the Syariah Criminal Enactment (Selangor) 1995,” he said.
Additionally, he refuted any suggestion that individuals with close ties to the palace are behind the entrenchment of Qadiani teachings in the state, noting that JAIS has not received any evidence or complaints supporting such claims.
Efforts to counter deviant teachings, Shahzihan emphasised, are ongoing and conducted strictly according to legal provisions and the decisions of the Selangor State Fatwa Committee, based on verified facts, witnesses, and admissible evidence.
The director also addressed a recent incident involving a TikTok video of a sermon uploaded on December 8, which linked deviant teachings to certain parties, including the palace institution.
“JAIS conducted a preliminary review and found that the preacher holds authorisation to teach Islam in Selangor and that the sermon was delivered at Masjid Taman Putra Perdana in Puchong,” he said.
He added that the secretary of the Teaching Authorisation Committee of the Selangor Islamic Religious Council (MAIS) will examine the sermon to determine whether it contravenes the Teaching Authorisation Regulations for the Teaching of Islam (State of Selangor) 2024.
“JAIS reminds all preachers and speakers, as well as any individual, to present facts accurately after thorough examination, with propriety and responsibility, and not to cause public unease, especially when matters involve the status of the palace institution and the Sultan of Selangor as the Head of the Religion of Islam in Selangor,” Shahzihan added. - December 25, 2025
