THE Ministry of Works has projected that Phases 1A and 1B of the Pan Borneo Highway in Sabah will reach completion in the first quarter of 2027 and the fourth quarter of 2028 respectively, Deputy Works Minister Datuk Seri Dr Ahmad Maslan said.
The two phases together cover a total alignment of 706 kilometres, with Phase 1A comprising 15 packages across 318 kilometres and Phase 1B spanning 19 packages over 388 kilometres.
“Based on the information available in January regarding the Pan Borneo Highway Sabah project, Phase 1A involves 15 packages covering 318 km. It is expected to be completed in the first quarter of 2027. Phase 1B covers 19 packages spanning 388 km. It is expected to be completed in the fourth quarter of 2028,” he stated during Dewan Rakyat proceedings.
Ahmad emphasised that while Phase 1A is on track for next year’s completion, Phase 1B’s schedule cannot be expedited as construction only commenced last year.
Responding to a supplementary question on road maintenance concerns raised by Datuk Seri Mohd Shafie Apdal (Warisan–Semporna), Dr Ahmad issued a stern warning to contractors failing to meet their obligations.
“I have travelled throughout Sabah, making announcements, conducting inspections and issuing reprimands regarding roads that were not properly maintained. I have also issued a warning that if they fail to maintain the roads concerned, Sabah PWD has the right to appoint other contractors,” he said.
The deputy minister’s remarks underscore the ministry’s commitment not only to completing the Pan Borneo Highway phases on schedule but also ensuring that contractors uphold rigorous maintenance standards throughout the network. - February 26, 2026
