THE government has reaffirmed its commitment to implementing gradual and principled institutional reforms, defending the review of legislation to separate the roles of the Attorney General and Public Prosecutor as a key component of strengthening the country’s democratic framework.
In a statement, the Legal Affairs Division of the Prime Minister’s Department (BHEUU) said the decision to refer the proposed constitutional amendment to a Special Select Committee demonstrates the MADANI Government’s cautious and responsible approach in undertaking major legislative changes.
According to the division, the move ensures the Bill is scrutinised thoroughly and inclusively while remaining grounded in the principles of the rule of law.
The Special Select Committee, comprising Members of Parliament from both the government and opposition benches, has been tasked with examining the proposed legislation as well as its accountability mechanisms.
BHEUU described the process as a vital element of the checks and balances embedded within a parliamentary democracy.
“This step reflects the MADANI Government’s responsible approach,” the statement said, adding that the aim is to establish a strong foundation for the landmark reform before the Bill is reintroduced in the Dewan Rakyat.
The division noted that referring major legislation to a select committee is consistent with established parliamentary practice.
It cited similar procedures undertaken during the drafting of the Anti‑Party Hopping Law in 2022 and deliberations on the Tobacco Products Control Bill.
BHEUU said the reform process has already involved discussions across political lines through several parliamentary committees.
The newly formed special committee is expected to broaden that engagement by inviting legal practitioners, academics and representatives from civil society organisations to provide input aimed at strengthening the legislation.
The division reiterated the government’s commitment to carrying out institutional reforms that are consistent with constitutional principles.
It said such efforts are intended to reinforce the rule of law and restore public confidence in national institutions.
The proposed legislation was withdrawn from parliamentary debate on the final day of the recent sitting earlier this week. - March 5, 2026
