THE Malaysian Communications and Multimedia Commission (MCMC) has initiated enforcement action in 65 cases involving online content related to religion, royalty and race (3R) since 1 January 2023, amid continued government efforts to regulate harmful digital content and preserve social harmony.
Communications Minister Datuk Fahmi Fadzil said the government remained committed to strengthening monitoring and enforcement mechanisms, particularly in relation to content deemed to insult royal institutions or threaten public harmony.
He said the measures were aligned with broader efforts to safeguard national unity, uphold respect for institutions of the monarchy and ensure that the digital space remains safe and responsible.
“Of the total cases handled, 10 cases have been charged in court, eight cases were compounded, and 27 cases were issued warning notices, while 20 cases are still under investigation,” he said in a written parliamentary reply published on the Parliament website.
The reply was issued in response to a question from Wan Razali Wan Nor (PN-Kuantan) regarding cases of alleged insults against the Malay Rulers detected on social media and the enforcement actions taken.
Fahmi said the MCMC had also ordered the removal of content deemed offensive or grossly inappropriate in relation to 3R issues, including material insulting royal institutions.
As a result, 744 pieces of content were taken down by service providers following enforcement requests.
“This action reflects ongoing cooperation between MCMC and service providers to ensure that content violating laws and platform community guidelines is addressed appropriately in order to maintain harmony and public order,” he said.
He added that MCMC also investigates complaints received and prepares investigation papers to be referred to the Attorney General’s Chambers for further consideration and possible prosecution.
The government has repeatedly warned against the misuse of social media to spread inflammatory content touching on sensitive issues, stressing that enforcement will continue alongside efforts to promote responsible digital behaviour and maintain inter-communal harmony in Malaysia. - June 25, 2026
