PETRA to implement 15 flood mitigation projects and studies in Sabah with a combined estimated cost of RM1.49 billion - July 23, 2026

THE Ministry of Energy Transition and Water Transformation (PETRA) is currently implementing 15 flood mitigation projects and studies in Sabah as part of efforts to strengthen flood resilience and protect communities in high-risk areas.

Deputy Minister of Energy Transition and Water Transformation Datuk Seri Abdul Rahman Mohamad told the Dewan Negara today that the projects, carried out through the Department of Irrigation and Drainage (JPS), involve an estimated total cost of RM1.49 billion.

He said four projects are currently at the pre-implementation stage, 10 projects are under construction, while one study has entered the post-implementation phase.

The projects are being implemented under the 12th Malaysia Plan (RMK-12) and planned initiatives under the first Rolling Plan of the 13th Malaysia Plan (RMK-13).

Of the 10 ongoing projects, six have achieved more than 90% physical progress and are expected to be completed in stages between July and December 2026.

The projects nearing completion include the Sungai Rampayan Flood Mitigation Project in Menggatal, Sungai Ketiau Flood Mitigation Project in Putatan, Lido area flood mitigation works involving Sungai Moyog in Penampang, Sungai Padas Flood Mitigation Project in Tenom and Sungai Anip Flood Mitigation Project in Sandakan.

Other ongoing projects, including the Sungai Likas Flood Mitigation Project and Sungai Damai Flood Mitigation Project in Kota Kinabalu, Sabah Coastal Flood Mitigation Project and Phase 3 of the Flood Forecasting and Warning Programme (PRAB), are progressing according to their scheduled implementation timelines.

For projects still in the pre-implementation phase, PETRA through JPS is preparing documentation and detailed designs for several initiatives, including the Sungai Tawau Flood Mitigation Project Phase 1A (Package 4), Sungai Kedamaian and Sungai Abai projects in Kota Belud, Sungai Tangulan project in Tuaran, and Sungai Moyog Flood Mitigation Project Packages 2A, 3A and 4.

The ministry said priority areas for flood mitigation efforts were identified based on the Flood Mitigation Master Plan Study (PITB), taking into account recurring flood incidents, population density, exposure of public assets and technical requirements within river basins.

Among the areas identified as having high flood risks are Kota Kinabalu, Menggatal, Putatan, Penampang, Sandakan, Tenom, Tawau, Kota Belud, Pitas, Kota Marudu, Beaufort and Tuaran.

PETRA said flood mitigation projects in Sabah would continue to be implemented in phases based on risk levels, funding approvals and technical requirements to minimise flood impacts while improving public safety and community resilience. - July 23, 2026
