A LAWYER representing a student in the bullying case linked to the death of the late Zara Qairina Mahathir has lodged a police report over another alleged bullying incident at the same school where the teenager was found unconscious on 16 July last year.
Datuk Ram Singh, who represents Student A at the Kota Kinabalu Children’s Court and during the inquest into Zara Qairina’s death at the Coroner’s Court, filed the report at the Luyang Police Station today.
The report seeks a police investigation into whether relevant authorities had implemented effective anti-bullying measures and safety procedures at the school following the incident involving Zara Qairina.
Ram said he made the report out of concern for the safety, welfare and discipline of students at a school in Papar district, which remains linked to the late Zara Qairina’s death case currently being examined by the Coroner’s Court.
“I am deeply concerned after receiving information regarding another alleged bullying incident at the same school.
“Based on the information I received, the incident allegedly occurred on 13 May 2026 and involved three male students.
“I understand that the victim’s father lodged a police report, an investigation was carried out and the three students were charged at the Papar Children’s Court.
“I was also informed that the court ordered the three students to carry out 120 hours of community service at the same school,” he said.
Ram said the alleged incident was particularly alarming as it occurred while the inquest into Zara Qairina’s death was still ongoing.
“This raises serious questions about whether there are shortcomings in the school’s disciplinary system, supervision, hostel management and overall monitoring of students’ welfare and safety.
“In this matter, I am requesting the Royal Malaysia Police (PDRM) conduct a comprehensive investigation to determine whether there was any negligence, dereliction of duty or any offence committed by the responsible parties under the relevant laws,” he said.
He also urged investigators to examine whether there had been any failure to comply with procedures, policies or guidelines issued by the Ministry of Education (MOE), Sabah Education Department (JPNS) or the school management in ensuring student safety, welfare and protection.
Ram further requested police investigate whether the relevant parties had introduced necessary administrative measures, monitoring mechanisms and preventive steps following the earlier incident to prevent similar disciplinary cases from recurring.
“If the investigation finds any negligence, breach of duty or violation of the law by any responsible individual or agency, I request that appropriate action be taken in accordance with the law,” he said.
Ram said the police report was made in the public interest to ensure the safety and welfare of all students remained the highest priority and to prevent similar incidents from happening again in the future. - July 25, 2026
