THE Government is stepping up efforts to protect consumers from parcel delivery scams through proposed changes to postal laws and a new initiative requiring closer collaboration between courier companies and e-commerce platforms.
Communications Minister Datuk Seri Fahmi Fadzil said the measures formed part of broader efforts to strengthen security, service efficiency and competitiveness in the country's postal and courier industry amid the rapid growth of e-commerce.
The proposed reforms include amendments to the Postal Services Act 2012 (Act 741) and the gazettement of the Postal Services (Security of Postal Services and Prohibited Postal Articles) Regulations 2026, subject to the necessary approval processes.
The measures are intended to strengthen industry security and accountability while improving consumer protection, according to the Malaysian Communications and Multimedia Commission (MCMC).
Fahmi was speaking at the National Courier Day 2026 celebrations at the Selangor International Trade Centre here today.
The event, organised by the Malaysian Express Carriers Association (AMEC) with support from the Communications Ministry and MCMC, highlighted the industry's contribution of RM6.9 billion to the country's digital economy.
The celebrations also saw the launch of the Parcel Shield Anti-Scam Initiative, led by the Postal Forum with MCMC's support, to address parcel delivery scams.
The initiative will promote information sharing between courier companies and e-commerce platforms, as well as the dissemination of scam alerts to raise consumer awareness and improve protection.
MCMC is also promoting a Courier Network Sharing initiative through a memorandum of collaboration involving industry players.
A pilot project covering last-mile deliveries at selected locations will assess how shared infrastructure could reduce overlapping operations, optimise resources and improve service accessibility before wider implementation is considered.
On digitalisation, the commission is developing a National Address System to improve address accuracy and delivery efficiency.
The PAKEJ Map platform will also enable consumers to locate more than 47,000 postal and courier service points nationwide.
National Courier Day 2026, themed "Preserving the Industry, Strengthening Trust", also recognised industry workers through awards for outstanding couriers, a Safe Driving Challenge and the MyCSP Courier Safety Passport programme, highlighting road safety and service quality.
Also present were Communications Ministry secretary-general Datuk Seri Halim Hamzah, MCMC managing director Abdul Karim Fakir Ali and AMEC chairman Ronald Tan, alongside government agency representatives and industry players, MCMC said in a statement today - October 31, 2026
