KUALA LUMPUR – The Malaysian Communications and Multimedia Commission (MCMC) today reiterated that it will regulate the government’s special purpose vehicle (SPV) for the 5G roll-out.

In a statement, the commission said it is focusing on encouraging investments in the right areas, such as services that are innovative and game-changing for consumers, enterprises and the country, and minimising the digital divide.

“In such an effort, a dedicated government SPV regulated by MCMC will provide focus in rolling out the 5G network. This is key so that existing service providers can continue to roll out fibre, as well as improve 4G coverage and quality.

“The burden of 5G will not be on the service providers. The digital divide risk will be kept at a minimum throughout the implementation of the 5G network, via the roll-out of the fibre and 4G network.”

It added that the private sector will be involved.

The spectrum is provided to the SPV to build the network and offer capacity wholesale, it said, while the non-auction model adopted is part of efforts to not burden the new network, in addition to ensuring that readily available network elements are used.

“The government SPV will offer services wholesale that are transparent and regulated.

“Hence, the service providers offering retail services will have open, fair and equal access to the new network.” – Bernama, February 24, 2021
