UKRAINE’S President Volodymyr Zelenskiy has confirmed that a security guarantees document prepared by the United States is fully finalised, and Kyiv is now awaiting confirmation of a date and venue for its signing.
Reuters cited on Monday that the announcement came as Zelenskiy visited Vilnius, the Lithuanian capital, and signalled tentative advancements following weekend negotiations with Russian representatives in Abu Dhabi.
“For us, security guarantees are first and foremost guarantees of security from the United States.
“The document is 100 per cent ready, and we are waiting for our partners to confirm the date and place when we will sign it,” Zelenskiy told a news conference alongside Lithuanian President Gitanas Nausėda and Polish President Karol Nawrocki.
He added that once signed, the document would proceed to ratification in both the U.S. Congress and the Ukrainian parliament.
Over Friday and Saturday, Ukrainian and Russian negotiators met for the first trilateral talks mediated by U.S. officials in Abu Dhabi, discussing Washington’s framework for concluding the nearly four-year conflict.
While no agreement was reached, both Moscow and Kyiv expressed willingness for continued dialogue, with a follow-up session scheduled for the following Sunday.
“In Abu Dhabi, the 20-point U.S. plan and problematic issues are being discussed. There were many problematic issues, but now there are fewer,” Zelenskiy said, reflecting cautious optimism.
He emphasised the fundamental divergence between Kyiv and Moscow over territorial control, noting that Russia seeks Ukraine’s abandonment of certain eastern regions it has failed to seize since the outset of the full-scale invasion, while Ukraine remains steadfast on maintaining its territorial integrity.
“These are two fundamentally different positions – Ukraine’s and Russia’s. The Americans are trying to find a compromise,” Zelenskiy said, stressing that all parties, including the United States, must be prepared to make concessions. - January 26, 2026
