THE Securities Commission Malaysia (SC) has announced the launch of the Young Regulators Development Programme (YRDP) in collaboration with Durham University, United Kingdom. The initiative aims to equip the next generation of capital market regulators with advanced knowledge and skills in financial regulation, law and policy.

Commencing in August 2025 and running annually until 2027, the intensive two-week course will be hosted in Kuala Lumpur and is tailored for early-career professionals from ASEAN and IOSCO member regulators with three to five years of experience.

The programme is designed to build core regulatory competencies while exposing participants to global best practices and emerging developments in capital markets.

Speaking at the signing ceremony held in Durham on 7 July 2025, SC Chairman Dato’ Mohammad Faiz Azmi said the initiative underscores Malaysia’s commitment to regional regulatory development.

“Investing in young regulators is essential to navigating the complexities of today’s dynamic capital markets. It also aligns with the region’s ambitions to build a resilient, well governed and internationally competitive capital market,” he said.

“The YRDP will also foster meaningful connections among fellow regulators, paving the way for closer international collaborations in years to come.”

Durham University, ranked among the top three in the United Kingdom and internationally renowned for its excellence in law, economics and finance, lends academic depth and global insight to the collaboration. The course will be led by Dr Federico Lupo-Pasini, Professor of Financial Law and Director of the MSc Law and Finance at Durham, with contributions from academic experts and senior industry practitioners.

Dean of Durham Law School, Professor Volker Roeben, said the university was proud to contribute to the programme.

He also highlighted the ASEAN Financial Regulators Scholarship offered by the university, which supports ASEAN nationals pursuing postgraduate studies in law and finance at Durham.

“This empowers young regulators to broaden their knowledge, develop critical analytical and leadership skills, and enhance their career prospects in the evolving financial sector,” he added.

The programme’s first week will focus on foundational topics such as capital market development, regulation and supervision, while the second week will explore advanced themes including digital assets, financial technology, cybersecurity, sustainability, environmental, social and governance (ESG) standards, and Islamic finance.

Kuala Lumpur’s central location offers greater accessibility and affordability for participants from the Asia Pacific, Middle East, and other regions.
