HUMAN Resources Minister Steven Sim Chee Keong today announced the reappointment of Datuk Rosli Yaakub to the board of the Human Resource Development Corp (HRD Corp).

"I am confident the board and management of HRD Corp can help make it a great skills training management body," Sim said in a posting on X today.

In May last year, The Vibes reported that Rosli, who was The Finance Ministry’s (MoF) representative on the board of HRD Corp had raised queries and concerns concerning a proposal to introduce a skills programme due to lack of clarity on governance and transparency. 

Rosli was then the deputy secretary for governance and monitoring under MoF’s government investment companies division. 

The six-page letter was at the time addressed to the HRD Corp chairman. 

In the letter headed “Non-compliance with Procurement Procedures in the Skills Passport project” Rosli articulated his concerns that the project – a skills database cum search engine – was being pushed through without the board’s approval. 

HRD Corp threatened legal action, stating that the issues raised were answered and resolved.

HRD Corp also invoked the Official Secrets Act (OSA) 1972, stating that Rosli’s letter was protected under the OSA, hence it was “not meant for public consumption or media publication”. - The Vibes, February 6, 2024
