THE Public Service Department (JPA) has taken the lead in driving reforms within the civil service with the introduction of the Government Service Efficiency Commitment Bill 2025, also known as the ILTIZAM Bill.
In a statement released today, the JPA confirmed that the bill’s implementation will be supported by a coordinated effort across various government agencies, including the Ministry of Economy and the Malaysia Productivity Corporation (MPC).
The ILTIZAM Bill is designed to modernise and streamline government operations, aiming to enhance administrative efficiency and improve service delivery.
“The bill represents a comprehensive and strategic approach to strengthening government administration and regulatory systems across all sectors and agencies,” JPA stated.
The bill was passed unanimously by the Dewan Rakyat on March 6, 2025, and received approval from the Dewan Negara yesterday, marking a significant milestone in the reform of Malaysia's public sector.
JPA explained that the primary goal of the ILTIZAM Bill is to tackle bureaucratic inefficiencies, eliminate outdated procedures, and streamline regulatory processes that have previously placed burdens on both the public and the business community.
The bill aims to improve the speed and accessibility of government services while reducing unnecessary transaction costs and delays caused by inefficient processes.
“The ILTIZAM Bill focuses on enhancing administrative efficiency and service delivery, reducing transaction times, and eliminating unproductive processes,” said JPA.
“It also places a strong emphasis on governance rooted in integrity and transparency, while fostering economic growth by creating a business-friendly and responsive environment.”
JPA added that the reforms outlined in the bill will facilitate faster, more user-friendly services and strengthen collaboration between the public and private sectors, which is key to achieving the goals of the Malaysia MADANI initiative.
Importantly, JPA noted that the ILTIZAM Bill is more than just a set of policy amendments.
It represents a fundamental transformation in the work culture and values within Malaysia’s public sector, with a long-term focus on improving the quality of life for citizens and supporting the country’s overall development. – March 26, 2025
