THE Dewan Rakyat will convene on Monday for its third meeting of the fourth session of the 15th Parliament, with the tabling of Budget 2026 by Prime Minister Datuk Seri Anwar Ibrahim set to headline the 35-day sitting.
According to the official Parliament portal, the Supply Bill 2026 will be presented by Anwar, who also holds the finance portfolio, at 4pm on 10 October.
This marks the fourth national budget under the MADANI administration and the first aligned with the 13th Malaysia Plan (RMK13), which outlines national development priorities from 2026 to 2030.
“The budget will serve as the foundation and launchpad for inclusive and sustainable development under RMK13,” the statement read.
The budget’s presentation will be broadcast live via major television networks and the Parliament Malaysia YouTube channel.
Debate at the policy stage will run from 13 to 28 October, followed by ministerial replies from 29 October to 1 November. The committee stage deliberations are scheduled from 5 to 27 November, after which the Supply Bill is expected to be passed.
Beyond fiscal matters, the session will also see the tabling of several key legislative proposals, including the Anti-Bullying Tribunal Bill, which Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said has indicated will be brought forward this month following stakeholder engagements concluded in September.
Debate on the Urban Renewal Bill 2025 is also expected to resume, having been deferred during the previous sitting in August.
In remarks to Bernama, Dewan Rakyat Speaker Tan Sri Johari Abdul urged all Members of Parliament to engage with Budget 2026 in a manner that is “responsible, factual, and prioritises public interest.”
“I hope the views expressed will not only be constructive but also offer practical recommendations that the government can consider,” he said. “We will manage the speaking order transparently and fairly, ensuring no voice is sidelined. A more disciplined approach to time management will also be implemented, including clear time guidelines for MPs.”
Johari reiterated that parliamentary reform remains a central agenda under his leadership, with enhanced scrutiny through Special Select Committees (JKPK) forming a key component.
He noted that the Dewan Rakyat had amended its Standing Orders on 12 August, specifically Rule 80B, to empower the JKPKs to oversee the implementation of the national budget after its passage.
Following the Dewan Rakyat session, the Dewan Negara will sit from 1 December for a period of 12 days. - October 4, 2025
