SABAH residents who registered as voters after August 2025 will be ineligible to vote in the 17th Sabah State Election (PRN Sabah) scheduled for 29 November, the Election Commission (EC) confirmed today.
Nik Aminudin Nik Shahar Shah, Head of Training Program at the EC’s Election Academy, said the eligibility is based on the Electoral Roll (Daftar Pemilih Pilihan Raya, DPPR) used for the state election.
“The DPPR for this election is based on the August 2025 Supplementary Electoral Roll, updated as of 5 October 2025,” he explained during a media briefing at the Sabah Federal Government Administrative Centre Auditorium.
He clarified that only voters registered up to August 2025 will be eligible, while those who turned 18 and registered afterward will not appear in the DPPR used for PRN Sabah. “This needs to be explained to avoid confusion,” he added.
The DPPR reflects the dissolution of the Sabah State Legislative Assembly on 6 October, announced by Chief Minister Datuk Seri Hajiji Noor.
Nik Aminudin also noted that names of voters who passed away remain on the roll until the next update, meaning some deceased voters will still appear in the list.
According to the DPPR, the total number of eligible voters for the election stands at 1,784,843, comprising 1,760,417 ordinary voters, 11,697 armed forces personnel and spouses, and 12,729 police personnel and spouses from the General Operations Force.
The EC will begin selling the DPPR as a reference for stakeholders from 1 November. This marks an increase of more than 100,000 voters compared to the 1,667,885 voters in the 16th Sabah State Election in 2020.
Among the state constituencies, Kapayan has the highest number of registered voters at 49,597, followed by Inanam with 45,525, Karambunai (39,247), Elopura (39,004), Sungai Sibuga (38,678), Sri Tanjong (37,327), Bugaya (36,569), and Luyang (35,262). Banggi recorded the fewest registered voters, with 9,484. - October 28, 2025
