THE Government is set to introduce a full ban on e-cigarettes and vaping products, Health Minister Datuk Seri Dr Dzulkefly Ahmad announced on Tuesday, revealing that the Cabinet Memorandum (MJM) to enforce the policy is being finalised for submission early next year.
Speaking after a visit to Hospital Permai, Dr Dzulkefly explained that the memorandum had been delayed at a previous Cabinet meeting, but assured that the government is committed to moving forward.
“We are moving towards a ban. The main question is the timing. I am confident it will be as soon as possible, by mid-2026 or at the latest by the end of next year,” he said.
The announcement was made in the presence of State Health and Environment Committee chairman Ling Tiang Soon and Johor Health Department director Dr Mohtar Pungut.
Dr Dzulkefly emphasised that the ban is being driven by mounting health concerns related to vape use, particularly liquids contaminated with prohibited substances such as synthetic cannabis.
He also noted that a special committee, led by Health deputy director-general (Public Health) Dr Ismuni Bohari and public health consultant Prof Datuk Dr Lokman Hakim Sulaiman, is conducting comprehensive studies into both the societal impacts and legal ramifications of the ban.
Earlier, the minister had indicated in a written reply to the Dewan Negara that the ban would be implemented in stages, starting with open-system vaping devices before expanding to encompass all types of e-cigarette and vape products.
The move reflects the government’s proactive stance on safeguarding public health, addressing the risks posed by vaping, and preparing Malaysia for stricter regulatory control over nicotine and alternative smoking products. - December 16, 2025
