THE Malaysian Communications and Multimedia Commission (MCMC), in collaboration with the Ministry of Communications, will initiate legal action against X Corp (X) and xAI LLC over the platform provider's failure to ensure the safety of Malaysian users in relation to the use of Grok.
In a statement, MCMC identified the misuse of Grok to generate and disseminate harmful content, including sexually explicit, indecent, extremely offensive and sexually explicit content, and manipulated images without consent.
"A lawyer has been appointed, and legal proceedings will be initiated in the near future," it said.
The commission said the alleged content involving women and children was a matter of great concern.
Such conduct was against Malaysian law and undermined the security commitments stated by the entity.
A notice was issued to X and XAI on January 3 and 8 to remove the illegal content; however, MCMC said that no remedial action was taken by the two companies.
"X and xAI LLC can be held liable even though the content was user-generated," MCMC said.
MCMC stressed that X and XAI remain in control of the design, implementation, oversight mechanisms, and risk mitigation measures for Grok.
"Liability cannot be abdicated when systemic safeguards fail. MCMC also notes the failure of X and xAI LLC to enforce their own policies and internal controls.
"This failure may have facilitated the occurrence of illegal online activities in Malaysia," MCMC explained.
It was earlier reported that Malaysia imposed restrictions on Grok effective last Sunday, resulting in users being unable to access the artificial intelligence (AI) model platform. – January 13, 2026
