THE Foreign Worker Centralised Management System has generated more than RM381 million in fees since becoming fully operational in February last year, underscoring its growing role in regulating and monitoring the employment of foreign workers in Malaysia.
Home Minister Datuk Seri Saifuddin Nasution Ismail said that between February and Dec 31, 2025, the system issued 2,353,297 Temporary Work Visit Passes, or PLKS, involving total payments amounting to RM381,293,065.80.
He said the government entered into an agreement with Bestinet Sdn Bhd on Sept 3, 2024, for the development, operation and maintenance of the FWCMS.
“Under the contract, Bestinet is required to develop and maintain the core FWCMS modules, ensure integration with relevant government systems, provide operational support for the system, and conduct training related to system management for users.
“The contract is for a period of six years, commencing on June 1, 2024 and ending on Jan 31, 2031.
“The FWCMS began full operations in February 2025,” he said in a written reply to the Dewan Rakyat.
As of Dec 31, 2025, Saifuddin said 11 modules had been developed and were already in active use by agencies involved in the management and employment of foreign workers.
He said the modules cover the full employment lifecycle and include eQuota, eEmbassy, eRecruitment, the Bio-Medical System, Online Insurance, eVDR, ePLKS, eEnforcement, Dashboard and Reporting, Alerts and Notifications, and eCOM.
The platform has also been integrated with existing government systems such as ePPAx and MyIMMs, enabling seamless data sharing across agencies. Further integration with the National Integrated Immigration System is planned ahead of NIISe’s scheduled implementation in June 2026.
Saifuddin said the FWCMS was designed to go beyond revenue collection by enhancing transparency, reducing leakages and strengthening enforcement through improved tracking of foreign workers throughout their employment period.
