THE Selangor branch of the Road Transport Department (RTD) has launched a special enforcement operation ahead of the 2026 Chinese New Year celebrations, deploying officers to monitor road safety compliance across public transport, private vehicles, and commercial vehicles.
The campaign, running from today until February 22, will include undercover officers posing as bus passengers to observe safety practices in real time.
“Throughout this operation, RTD is emphasising road user safety through compliance with Speed Limiting Devices (SLD),” said Selangor JPJ Director Azrin Borhan at a press conference at Terminal 17 yesterday.
“This ensures that commercial vehicles in operation adhere to speed limits and meet the prescribed safety standards,” he added.
Azrin highlighted that operators and drivers of public buses must ensure passengers wear seatbelts throughout the journey, noting that compliance is not only a legal requirement but also a crucial factor in reducing serious injuries in the event of an accident.
“Violations under Rules 4 and 4A of the Motor Vehicles (Seatbelt) Rules 1978 (Amendment 2008) for failing to wear a seatbelt carry a RM300 compound fine.
In addition, to safeguard long-distance travel, public bus operators are required to provide a second driver for journeys exceeding 300 kilometres to prevent fatigue and ensure more controlled travel,” he said.
The operation also reinforces highway driving discipline, including keeping to the left except when overtaking and adhering to posted speed limits to mitigate accident risks.
During the festive season, restrictions on heavy vehicle driving will be enforced from today until tomorrow and again on February 21 and 22 to ensure smooth traffic flow.
Reflecting on past enforcement, Azrin said JPJ Selangor conducted inspections on 13,484 express and tour buses throughout 2025, taking action on 277 vehicles for a variety of offences.
Of these, 11,575 were express buses and 1,909 were tour buses.
“The most common offences involved technical failures, such as malfunctioning lights and signals, accounting for 107 cases. We also detected 80 cases of vehicles operating without a public service vehicle (PSV) licence and 57 cases of drivers without a competent driving licence (CDL),” he said.
Other violations included 33 cases of vehicles without a motor vehicle licence (LKM), 33 cases lacking insurance, 10 PUSPAKOM inspection offences, and two permit condition breaches.
Azrin added that 36 passengers were found not wearing seatbelts, three drivers were continuously driving in the right lane, four cases involved bald tyres, and one driver was using a mobile phone while driving.
“In total, JPJ Selangor issued 712 notices, which included summonses, inspection orders, and vehicle usage prohibitions.
“Enforcement action depends on the type of offence: dangerous driving or failure to follow regulations is penalised against the driver, while documentation-related offences, such as missing LKM, are referred to the bus operator,” he said.
The department reiterated its commitment to nationwide coordination during the festive season to protect road users and ensure compliance across all categories of vehicles. - February 14, 2026
