THE Technical Committee under the Action Council for the Implementation of the Malaysia Agreement 1963 will scrutinise the outcome of negotiations between the federal and Sarawak governments on the review of the special grant under Article 112D of the Federal Constitution before any distribution formula is adopted.
Deputy Prime Minister II Fadillah Yusof said it had been agreed at council level that discussions on the allocation must consider both national interests and the constitutional rights of Sabah and Sarawak.
The committee operates under the Action Council for the Implementation of the Malaysia Agreement 1963, commonly known as MA63.
"Currently, the Ministry of Finance (MoF) has already held discussions with Sabah. After this, it will hold discussions with Sarawak. Sarawak already has its own formula, and the federal government is also looking at it from its perspective.
"Once discussions have taken place, the outcome will be reported to the technical committee chaired by me, and we will examine it before it is finalised," he told reporters after attending the Annual Grant Handover Ceremony for mosques and surau in the Petra Jaya parliamentary constituency.
Fadillah, who also serves as Minister for Energy Transition and Water Transformation, stressed that no agreement had yet been reached on the formula.
"As for what the formula will be, we do not know yet. We will wait for the discussions and once it is finalised at the technical committee level, we will inform our friends in the media," he said.
The review concerns the special grant provided to Sabah and Sarawak under Article 112D of the Federal Constitution, which stipulates that the amount must be reviewed every five years.
Earlier this week, the Ministry of Finance Malaysia stated in a written reply in the Dewan Rakyat that negotiations with the Sarawak government would be held this year to carry out the review in accordance with constitutional provisions.
Sarawak Premier Abang Johari Tun Openg has said the state would propose that the special grant be calculated as a percentage of revenue generated by Sarawak.
At the ceremony, Fadillah, who is also Member of Parliament for Petra Jaya, presented grants to 30 mosques and 60 surau in his constituency, amounting to a total allocation of RM330,000. - February 15, 2026
