JAPAN has reaffirmed its commitment to promoting peace and stability in Southeast Asia, particularly in the Mekong region, during a formal handover ceremony under its Official Security Assistance (OSA) programme.
Speaking at the event, Japan’s Ambassador to Malaysia, Noriyuki Shikata, highlighted the importance of cooperation between regional partners in addressing ongoing tensions along the Cambodia–Thailand border.
The ceremony, attended by Malaysia’s Chief of Defence Forces General Datuk Malek Razak Sulaiman, officials from the Ministry of Defence, and members of the Malaysian Armed Forces, marked another milestone in the long-standing partnership between Japan and Malaysia.
In his address, Shikata emphasised that stability between Cambodia and Thailand is essential for the broader development and security of the Mekong region.
He noted that Japan has consistently called on both nations to fully implement a ceasefire, exercise restraint, and resolve disputes through peaceful dialogue.
“Japan remains committed to working closely with both governments to reduce tensions and promote lasting stability,” he said.
Since August 2025, Japan has provided humanitarian assistance to communities affected by the border tensions in both countries.
This includes support for recovery from conflict-related damage, as well as initiatives aimed at rebuilding livelihoods, promoting employment, and encouraging self-reliance through international organisations.
Japan has also expanded its efforts to address transnational organised crime in the Mekong region, which Shikata described as a key component of ensuring long-term stability in border areas.
As part of its broader security cooperation, Japan is supplying equipment to the ASEAN Observer Team (AOT) to enhance ceasefire monitoring efforts. The assistance includes handheld radios, binoculars, laptops, printers, and large-screen monitors, which will be deployed at AOT operational bases in both Cambodia and Thailand.
The support is provided under Japan’s OSA framework, which facilitates the provision of equipment, supplies, and infrastructure to the armed forces and related organisations of partner countries.
Under the OSA 2023 programme, Japan previously delivered unmanned aerial vehicles (UAVs) and rescue boats. Looking ahead, Shikata announced that a diving support vessel will be provided to the Royal Malaysian Navy under OSA 2025.
The ambassador also commended Malaysia’s role as ASEAN Chair last year, noting its contribution in facilitating agreements on ceasefire mechanisms, including the cessation of hostilities.
He expressed confidence that Malaysia would continue to play an active role in maintaining regional stability.
Shikata concluded by expressing appreciation for Malaysia’s leadership and reaffirming Japan’s commitment to supporting peacebuilding efforts in the region.
“I hope this support will make a tangible contribution to confidence-building, de-escalation, and lasting peace in the region,” he said. – April 9, 2026
