FORMER Negeri Sembilan Menteri Besar Datuk Seri Utama Aminuddin Harun has accused state executive councillors of committing an act of “derhaka” against Yang di-Pertuan Besar Negeri Sembilan Tuanku Muhriz Tuanku Munawir.
He urged the authorities to take appropriate legal action against every EXCO member involved in the Sept 16 announcement concerning Tuanku Muhriz’s position, which he said he did not recognise.
Aminuddin said the announcement contradicted the state government’s position just seven days earlier that a proclamation purportedly dated April 19, 2026, did not comply with the process and procedures under Article 10 of the Negeri Sembilan Constitution (UUTKNS), was invalid and unconstitutional, and could not be implemented.
He said the same proclamation had been presented to him for his signature on April 20, when he was still Menteri Besar, under Article 10(2), but he refused to sign it.
“I was asked in April 2026 to sign the proclamation document as Menteri Besar under Article 10(2). I refused and stated my position publicly. That position was stated in my capacity as the incumbent Menteri Besar as provided under Article 10(2). The same matter cannot be presented again to another Menteri Besar four months later,” he said in a statement.
Aminuddin, who remained Menteri Besar until Aug 2, said his refusal was also based on the involvement of Mubarak bin Dohak, whom he said was no longer Undang Luak Sungai Ujong when the proclamation was made on April 19.
He said this meant the process did not comply with Article 10.
Aminuddin also rejected a claim made by the Undang Luak Johol in an affidavit supporting a judicial review application dated July 17 in Civil Suit No. WA-25-201-07/2026.
The affidavit stated that Aminuddin had attended a meeting at Balai Undang Sungai Ujong on March 5, during which a complete inquiry required under Article 10 had allegedly been conducted.
“That allegation is an outright lie. No complete inquiry was ever conducted in my presence as alleged. In fact, this was among the reasons I refused to sign the proclamation dated April 19, 2026,” he said.
Aminuddin further alleged that no accusations had been made against Tuanku Muhriz and that the ruler had not been allowed to respond.
He described this as a serious breach of the principles of natural justice.
Aminuddin also questioned what he described as a reversal by the state government over the status of the proclamation.
“However, seven days later, the same members of the State Executive Council decided that the proclamation was complete and had taken effect. This change in position is difficult to understand,” he said.
He maintained that the EXCO members had no authority under the UUTKNS to make decisions concerning Tuanku Muhriz’s position.
Aminuddin also cited the Dewan Keadilan dan Undang (DKU), which he said met on Sept 13 and issued its decision on Sept 14.
He said the body had reaffirmed that the proclamation was invalid and void from the outset, and that Tuanku Muhriz remained the sole Yang di-Pertuan Besar of Negeri Sembilan.
He said the decisions had been conveyed to the Menteri Besar, state secretary and state legal adviser.
Aminuddin also questioned the Sept 16 announcement’s assertion that the proclamation was only completed under Article 10(2) when the Menteri Besar signed the document on Aug 3, while also stating that a successor had been selected on April 19 under Article 11.
“A successor cannot be selected while the office is still occupied,” he said.
“I do not recognise the announcement on Sept 16, 2026. I affirm that His Royal Highness Tuanku Muhriz ibni Almarhum Tuanku Munawir is the Yang di-Pertuan Besar of Negeri Sembilan.”
Aminuddin said the EXCO members’ Sept 16 announcement amounted to an act of “derhaka” against Tuanku Muhriz and urged the authorities to take appropriate legal action against each member involved. - September 17, 2026
