GOVERNMENT red-tape reforms have generated RM3.21 billion in compliance-cost savings, with 496 of 1,582 projects registered under the initiative completed so far, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar said today.

He said the savings demonstrated the need for the public service to go beyond adopting new technologies by re-examining existing processes and how government services were delivered.

“The principle is simple: use digitalisation to eliminate red tape. To date, the RKB initiative has successfully registered 1,582 projects, of which 496 have been completed, saving the government RM3.21 billion in compliance costs,” he said.

Shamsul Azri was speaking at the opening of the Enterprise Architecture Seminar and the 2026-2030 Public Sector Digitalisation Plan (RPSA) in Putrajaya.

He said the 2024-2030 Public Service Reform Agenda (ARPA) emphasised interconnectedness and integration, alongside a whole-of-government and people-centred approach.

“Under the whole-of-government approach, all levels of government must act in unison and collaboratively to achieve common goals.

“Therefore, digitalisation must be a catalyst for genuine reform of structures, processes, and governance models. We cannot simply move lengthy manual processes to digital screens.”

He said enterprise architecture served as a comprehensive blueprint for coordinating service strategies and processes, data, applications and technologies, enabling the government to operate within a consistent framework.

A key role of enterprise architecture in public-sector digitalisation, he said, was to ensure services were designed around the needs and experiences of the public.
