KUALA LUMPUR – The Malaysian Pharmacists Society (MPS) has opposed the government’s plan to impose excise duty on nicotine vape products, calling for the ban on electronic cigarettes instead.
The MPS, in a statement, said Malaysia should follow other neighbouring countries in prohibiting the products.
Citing studies by international bodies such as the World Health Organisation, MPS said electronic cigarettes are not the best alternative to reduce or end nicotine addiction.
“Instead, it is a new form of nicotine addiction as it is based on recreation and is difficult to control,” MPS said.
“We are also concerned about the influence of industry players on the youth, women, and children, especially in the print and electronic, as well as social media.”
The MPS was referring to the Budget 2022 announcement by Finance Minister Datuk Seri Tengku Zafrul Tengku Abdul Aziz who said excise duties will be levied on these products.
Tengku Zafrul revealed the duty excise on vape products while proposing an allocation of RM32.4 billion to the Health Ministry next year.
MPS insists that the products are not a form of harm reduction as promoted by the electronic cigarette industry.
“On the other hand, cigarettes including electronic cigarettes and nicotine vapes are the main risk contributors in the issue of non-communicable diseases in the country, which is a major and costly health problem that has been identified by the Health Ministry."
“MPS hopes that all members of parliament will reject the proposal to impose a tax on electronic cigarettes and nicotine-containing vapes.
“The health of the people must be the priority of the government,” he said.
Meanwhile, the Vape Consumer Association of Malaysia (VCAM) hailed the “landmark” decision to implement the tax next year.
“This landmark decision will help bring Malaysia one step closer to a comprehensive and well-regulated vape industry,” VCAM president Tengku Aslahuddin said in a statement.
“As consumer safety is the top priority of VCAM, this new implementation will also help pave the path for further regulations to be introduced to reduce underage vaping and the thriving black market.” – The Vibes, November 2, 2021
