THE National Higher Education Fund Corporation (PTPTN) is currently refining the mechanism for the deferment of loan repayments for borrowers with an income below RM2,500, as announced in the 2027 Budget.

PTPTN Chairman Datuk Seri Norliza Abdul Rahim stated that the matter is still under discussion with the Ministry of Finance and will be announced in the near future.

"I would like to touch briefly on the budget presented in October. For 2027, those with an income below RM2,500 will have their instalment payments deferred.

“For those earning between RM2,500 and RM3,000, the instalment will be set at just RM50. Those earning above RM3,000 are required to make payments as usual—if they have the income, they should be able to pay, as this is essentially just a deferment.

"However, the specific details are still under discussion with the Ministry of Finance; we will announce the comprehensive mechanism in the near future," she said.

Prime Minister and Minister of Finance Datuk Seri Anwar Ibrahim, during the presentation of the 2027 Budget on October 9, announced several key concessions and incentives to assist PTPTN borrowers in managing their cost of living.

The announced incentives include a repayment deferment for those earning less than RM2,500 per month—affecting over 400,000 borrowers—and a minimum monthly repayment of RM50 for those earning between RM2,501 and RM3,000.

According to Norliza, PTPTN also encourages borrowers who have the financial means to make consistent repayments, which would qualify them for a 10 per cent discount, as announced in the 2027 Budget.

At the same time, she urged borrowers with outstanding arrears to come forward and restructure their loans to avoid being blacklisted by PTPTN. – October 27, 2026
