A 380-METRE marine bridge linking southern Penang Island to the upcoming Silicon Island will be completed and open to the public by December 2028, Chief Minister Chow Kon Yeow announced today.
The bridge forms a key component of the Pan Island Link 2A (PIL2A) project, a strategic infrastructure initiative designed to enhance long-term urban connectivity between Silicon Island and the Sultan Abdul Halim Mu’adzam Shah Bridge (Second Penang Bridge).
Construction on the four-lane elevated link begins this month, with Phase One expected to be operational by mid-2027 to support the opening of the first manufacturing facility on the reclaimed island.
“The total cost for PIL2A Phase One is RM390 million, and it covers 1.5 kilometres of infrastructure connecting Permatang Damar Laut on the mainland to Silicon Island, including a permanent 380-metre marine viaduct,” Chow said.
Phase One will also integrate Silicon Island with the Second Penang Bridge at the Batu Maung roundabout and with Penang International Airport through elevated expressways.
During a site visit, Chow noted that reclamation works have reached 64.75 hectares, and a temporary 378-metre access bridge has already been completed by the contractor to facilitate ongoing construction.
To support local communities affected by the development, the state government will also build a community hub at Permatang Damar Laut, directly facing Silicon Island. The hub will feature food stalls relocated from nearby areas, a community hall for the Village Community Management Council (MPKK), a fisherman’s service centre, restaurants, and storage sheds for fishermen.
“This reflects the state’s commitment to inclusive development and ensuring livelihoods are not left behind,” said Chow.
To meet early water supply needs on Silicon Island, a suction tank and pump house will also be constructed near the future Medan Selera Matang. Work is slated to begin in Q3 this year and is scheduled for completion by the end of 2027.
Penang Infrastructure Corporation Sdn Bhd (PICSB) CEO Datuk Seri Farizan Darus said the total estimated cost for the community hub, pump house, and water facilities is RM36 million.
“These new amenities are expected to energise the local area and attract both residents and tourists, supporting Penang’s tourism and local economy,” he said.
Silicon Island spans 930.78 hectares and is Penang’s first directly state-led reclamation project aimed at securing long-term economic growth. - June 6, 2025
