THE Penang state government is set to review its recently announced five per cent property discount for the Indian Muslim community, following public concern and calls for clarification.

Penang DAP Chairman Steven Sim Chee Keong said he had discussed the matter with Chief Minister Chow Kon Yeow, who agreed that the policy should be brought to the State Executive Council (Exco) for reconsideration.

“As a party founded on the Federal Constitution, DAP has always championed justice and the welfare of all Malaysians, regardless of race or religion,” Sim said in a statement on Saturday.

“It is vital for the state government to uphold principles of social justice and ensure that every Malaysian’s right to own a home is protected.”

The original incentive was introduced under the Madani Home Ownership Campaign (MOC) – a new initiative under the Property Sector Momentum Catalyst and Inclusive Home Ownership Policy – to offer Indian Muslims a five per cent discount on both residential and commercial unsold (overhang) units in the state.

The policy was announced by State Executive Councillor for Housing and Environment Datuk Seri S. Sundarajoo, who said the discount would be available from 1 June 2024 to 31 May 2026.

In addition, the Penang State Housing Board (LPNPP) has introduced a special housing category – Rumah MutiaraKu Type D (RMKu D) – with a maximum price ceiling of RM400,000. This scheme is tailored for households earning up to RM15,000 per month.

The move sparked varied reactions, prompting the government to revisit the framework to ensure fair and inclusive access to housing across all communities. - June 7, 2025
