MALAYSIA must move away from punitive approaches and focus on rehabilitation when dealing with child offenders involved in underage rape cases, Women, Family and Community Development Minister Datuk Seri Nancy Shukri has said.
Speaking in Kuching after attending the 10th edition of the ‘Salak Berselawat’ programme, Nancy stressed that legal reforms should centre on protection, guidance and support rather than punishment alone.
“Every child deserves a second chance. The way forward is not through punishment, but through care, guidance and protection,” she said.
She added that her ministry would continue to advocate for reforms that strengthen child protection laws and improve upon the work that has already been done.
“Therefore, in efforts to amend the law, the ministry will continue to voice its views and ensure what has been done before can be further improved,” she said.
Nancy noted that Malaysia’s existing rehabilitation institutions already provide both moral guidance and practical training opportunities for young offenders, including leadership and technical skills development, aimed at building their self-confidence and reintegrating them into society.
She emphasised that a supportive environment with a rehabilitative approach is essential to prevent social exclusion and to allow these children to return to the community with dignity and hope. - September 27, 2025
