Home Minister to explain court rulings in the cases of Amri Che Mat and Pastor Raymond Koh - November 13, 2025

THE Federal Government’s decision not to appeal the Kota Kinabalu High Court ruling on Sabah’s Special Grant, which is calculated as 40% of net revenue derived from the state, is set to dominate discussions in the Dewan Rakyat today.

According to the Order Paper published on Parliament’s website, Datuk Mohd Shahar Abdullah (BN–Paya Besar) will seek clarification from the Prime Minister during Ministers’ Question Time at 10am, asking for the rationale behind the Government’s decision and its wider implications.

During the same session, Syed Ibrahim Syed Noh (PH–Ledang) will direct a question to the Home Minister regarding court rulings in the cases of Amri Che Mat and Pastor Raymond Koh. He is expected to ask about measures to strengthen police investigation procedures and efforts to restore public confidence following the decisions.

Datuk Dr Zulkafperi Hanapi (PN–Tanjong Karang) will raise concerns about the challenges faced by traditional villages in Kuala Lumpur under the Kuala Lumpur Structure Plan 2040 (KLSP 2040), including issues surrounding land ownership, development pressure, and the preservation of cultural heritage.

Meanwhile, Datuk Seri Dr Wan Azizah Wan Ismail (PH–Bandar Tun Razak) will question the Prime Minister on the effectiveness of the existing urban planning policy that mandates two parking bays per residential unit, and whether it has been successful in addressing congestion in high-density housing areas.

Datuk Shamshulkahar Mohd Deli (BN–Jempol) is also scheduled to seek an update from the Minister of Youth and Sports on Malaysia’s preparations for the 2025 SEA Games in Thailand, focusing on the contingent size, coaching support, and medal targets.

Following the question-and-answer session, the Dewan Rakyat will proceed with debates on the Supply Bill (Budget) 2026 at the committee stage.

The Third Meeting of the Fourth Session of the 15th Parliament will run for 35 days, concluding on 4 December. - November 13, 2025
