Foreign Ministry urges full compliance with international law, stresses protection of humanitarian personnel and UN operations in line with ICJ Advisory Opinion

MALAYSIA has welcomed the adoption by the United Nations General Assembly (UNGA) of a resolution reaffirming Israel’s legal obligations in the Occupied Palestinian Territory (OPT), calling for full implementation of international law and recent findings by the International Court of Justice (ICJ).

In a statement, the Foreign Ministry said the resolution, led by a coalition of like-minded nations including Malaysia, underscores the primacy of international law and reflects the global community’s collective commitment to promptly enforce the ICJ’s Advisory Opinion issued on 22 October 2025.

“The resolution received overwhelming support, with 139 UN member states voting in favour,” the statement noted.

The ICJ Advisory Opinion affirms Israel’s responsibilities as the occupying power and as a UN member state concerning the presence and operations of the UN, other international organisations, and third-party states within the OPT.

Wisma Putra emphasised that Israel must comply immediately with all legal obligations, including facilitating humanitarian assistance without obstruction, particularly by the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), as well as by international organisations and member states.

“This includes ensuring safe passage for humanitarian and medical personnel, while upholding the privileges, immunities, and inviolability of the UN, its premises, property, and officials,” Wisma Putra said.

The Foreign Ministry added that Malaysia will continue to engage with the international community to achieve a just, comprehensive, and lasting solution to the Palestinian question in accordance with international law and relevant UN resolutions.

“Malaysia will continue to work with the international community to ensure a just, comprehensive, and lasting solution to the question of Palestine, in accordance with international law and relevant UN resolutions,” the statement added.

The resolution, championed by countries sharing Malaysia’s stance, reinforces the obligation of Israel to respect international law and the ICJ’s recommendations, while signalling strong multilateral support for the protection of Palestinian rights and humanitarian operations in the region. - December 13, 2025
