NEARLY one-third of Malaysia’s 140,000-kilometre network of water pipelines has exceeded its intended lifespan, with leaks and cracks driving up operational costs significantly.

Jaseni Maidinsa, chairman of national water assets custodian Pengurusan Aset Air Bhd (PAAB), revealed that approximately 39,000 kilometres of pipelines are in urgent need of replacement.

The comprehensive upgrade is projected to cost RM58.5 billion, or RM1.5 million per kilometre.

“The focus must shift to replacing aged pipelines to curb non-revenue water losses,” he said at a media forum jointly organised by PAAB and the Malaysian Press Institute on Wednesday.

“There is no point in building new treatment plants when we keep on losing water.”

Jaseni explained that for water supply companies unable to fund the replacement of ageing pipelines, and in cases where treated water losses are substantial or non-revenue water levels remain high, the government will step in with the necessary financing, with PAAB overseeing the implementation.

“To address non-revenue water losses across all states, the federal government has decided to provide the funding to fix ageing pipelines that are in critical need of replacement,” he said. “The funding for the repairs and replacement will commence in 2026.”
