THE Cabinet today agreed in principle to withdraw the proposed Urban Redevelopment Bill (RUUPSB) for improvements before it is re-tabled in Parliament.

Communications Minister Datuk Fahmi Fadzil said the decision was made after the Cabinet discussed the need to create a more comprehensive, fair and effective legal framework to address housing issues in urban areas, especially involving the urban poor.

“The Cabinet agreed that there is a need to draft a legal framework that will enable housing issues in urban areas to be addressed thoroughly and fairly,” he told a press conference following the Cabinet meeting today.

He said the bill was withdrawn to allow for several amendments and additions to be made, including aspects that will be researched, tabled, discussed and decided again by the Cabinet within a period to be announced later.

“After this improvement process is finalised, the bill will be re-tabled in a new form in Parliament,” he said.

Previously, the media reported that the Ministry of Housing and Local Government (KPKT) was ready to table the PSB Bill for a second reading in the Dewan Rakyat.

Its Minister, Nga Kor Ming, said the ministry was determined to continue tabling the bill after obtaining consensus from the Cabinet.

The PSB Bill was tabled for the first reading to ensure that old and dilapidated housing areas can be redeveloped in a more planned, fair and inclusive manner for the well-being of the people. – January 23, 2026
