GOOD governance and political stability are indispensable foundations for a nation's prosperity, Sultan of Perak Sultan Nazrin Muizzuddin Shah said, stressing that natural wealth and talented citizens alone are insufficient without strong institutions and accountable leadership.
Delivering the keynote address at the 8th World Conference on Islamic Thought and Civilisation (WCIT) 2026 in Ipoh on Tuesday, the ruler said a country blessed with abundant natural resources, gifted people and a rich cultural heritage would struggle to prosper if state institutions were weak and political leadership prioritised personal interests over public responsibility.
In Islamic political thought, His Royal Highness said, power is not a privilege but a trust entrusted by Allah SWT, for which every leader will ultimately be held accountable.
"When a leader begins to view the machinery of government as a tool for personal or group interests, that leader is not only betraying the law, but also violating a far greater trust.
"The Prophet Muhammad (peace be upon him) also reminded us that every one of us is a leader, and every leader will be held accountable for those under his or her care," the Sultan said.
Sultan Nazrin said good governance required strong national institutions, transparent management of public finances and the fair and impartial application of the rule of law, regardless of a person's status.
His Royal Highness also called for a mature political culture in which differing opinions are expressed respectfully, the opposition is recognised as a legitimate check and balance, and transfers of power take place peacefully in accordance with the will of the people.
"The true meaning of political stability is not the absence of differing views, but ensuring those differences are channelled through legitimate institutions rather than violence or disorder.
"Failure to maintain public confidence in the electoral process, judicial independence and the integrity of public institutions will erode trust in the system.
"The first and hardest hit will be those who are poor, marginalised and voiceless," the Sultan said.
Sultan Nazrin further stressed that the principle of "Everyone Matters" should begin with government administration through budgets that reflect moral values and prioritise the welfare of the people.
He added that an impartial public service serving all citizens regardless of race, religion or political affiliation represented the true manifestation of national unity.
"Leaders who govern with humility, who are willing to listen before making decisions, and who constantly remember that power is merely a trust entrusted to them, will inspire greater loyalty and pride among the people than any slogan.
"As the Islamic world continues to face numerous challenges, I call upon policymakers to recognise that good governance is not a luxury reserved for times of prosperity, but rather the essential prerequisite for achieving prosperity itself," His Royal Highness said.
Earlier, Sultan Nazrin said the conference theme, "Everyone Matters: Pride and Unity in Islam", aptly reflected the legacy of the late Sultan Azlan Muhibbuddin Shah, who consistently upheld the rule of law, justice and the belief that Islamic scholarship should guide the holistic development of society, including governance and public institutions. - July 21, 2026
