TENGKU Permaisuri Selangor, Tengku Permaisuri Norashikin, expressed her deep sorrow, disappointment and anger over incidents involving cruelty to pets and stray animals, especially dogs and cats, which have continued to occur and gone viral recently.
Her Royal Highness, who is also the Royal Patron of the Stray Free Selangor (SFS) initiative under the management of the Selangor SPCA, said that the act of torturing, injuring, killing or treating animals cruelly is not only against the law.
She stressed that it reflects a failure to uphold the values of compassion for fellow creatures and humanity, which are the foundation of a civilised society.
“No form of cruelty to animals will be accepted or tolerated. No matter who the perpetrator is. No matter what their position is. No matter what race or religion. No matter for any reason whatsoever.
“This stance applies to all parties, whether individuals, organisations, companies or any government agency or authority. No one is above the law,” said Her Royal Highness in a statement issued by Istana Alam Shah today.
Her Royal Highness believes that any party found to be cruel to animals should be thoroughly investigated and subject to appropriate legal action, including if the act was committed by members or officers of the authorities.
“The people’s trust in enforcement institutions will only be maintained when every action is carried out professionally, with integrity and full of compassion, not through unnecessary violence or actions that cause suffering to animals,” she said.
In this regard, Her Royal Highness reiterated her recommendation that the government, local authorities, relevant agencies and the people work together to build a community that is truly based on the value of compassion for all animals.
According to Her Royal Highness, close cooperation between the government, local authorities, animal welfare organisations and the community needs to be further strengthened to cultivate a caring nature through the humane rescue, treatment, management and protection of animals.
Her Royal Highness also called for animal welfare to be made part of the agenda for building a more responsible, caring and civilised society, in addition to ensuring that the values of compassion are the foundation of every policy and action related to animal management.
At the same time, Her Royal Highness stressed that awareness of animal welfare needs to be fostered from a young age through education, public awareness campaigns and community involvement, in addition to making the slogan “Compassion. Care. Community.” a shared value in shaping a more caring society.
“Every kindness done to animals has meaning, and every life deserves to be valued. Next, build a state where every animal deserves to be protected, respected and treated with dignity,” she said.
Her Royal Highness believes that the way we treat animals reflects who we are as humans.
“A society that fails to show compassion to the weakest creatures will eventually lose the value of compassion towards fellow humans.
“Therefore, all parties are expected to learn from the incidents that have occurred and work together to ensure that Selangor becomes a state that upholds the values of compassion, justice and responsibility towards all creatures created by Allah S.W.T.,” Her Majesty said.
Meanwhile, she also called on the Federal Government to review the penalties under the Animal Welfare Act 2015 so that punishments for animal cruelty offenders are tightened and enforced more consistently.
“Compassion is not a sign of weakness. On the contrary, the ability to protect the weakest creatures is the true measure of the strength, maturity and civilisation of a society,” Her Royal Highness said. – August 1, 2026
