KUALA LUMPUR City Hall (DBKL) has confirmed that no final decision has been made regarding the proposed construction of a 60-storey building in Bukit Damansara, stating that approval will only be granted following a thorough technical review and inclusive stakeholder engagement.
In a statement responding to public concerns, DBKL clarified that the application remains under preliminary processing and any final decision will be made only after detailed studies and consultations with affected parties.
"DBKL wishes to emphasise that every decision related to urban development is grounded in existing policies and gazetted development plans," it said. "DBKL is also committed to ensuring that all development within Kuala Lumpur is carried out in an orderly, sustainable manner and does not compromise the wellbeing of local residents."
The statement follows remarks by former Health Minister Khairy Jamaluddin, who urged the city authority to consider the impact of such large-scale developments on nearby communities before granting approvals.
DBKL confirmed it had received an application for a layout plan concerning a commercial development across three land parcels measuring a total of 7.98 acres. The application is being considered under the provisions of the Kuala Lumpur City Plan 2040 (PTKL2040), which was gazetted on 28 May this year.
Under the PTKL2040 framework, proposed developments may be considered subject to compliance with planning conditions and public consultation in accordance with Rule 3, which mandates notice for public feedback.
“Each proposed development remains subject to technical requirements including a Traffic Impact Assessment (TIA), Geotechnical Report, Environmental Impact Assessment (EIA), Social Impact Assessment (SIA), and other related technical evaluations,” the city council noted.
Additionally, the proposal must also adhere to the feedback and conditions set by relevant technical agencies such as Tenaga Nasional Berhad (TNB), the Land and Mines Office (PTG), the Department of Irrigation and Drainage (JPS), the Fire and Rescue Department (BOMBA), the Land Public Transport Agency (APAD), the Malaysian Highway Authority (LLM) and other relevant authorities.
