TWO men were charged in the Sessions Court in George Town today with abusing a dog by dragging it behind a motorcycle in an incident in Penang last month.
Lee Beng Hooi and Yeoh Keat Chye, both 62, pleaded not guilty after the charge was read before Judge Irwan Suainbon.
They were jointly accused of dragging a black female dog, which was tied to the motorcycle with an iron chain, causing it unnecessary pain and suffering.
The offence allegedly took place in a back lane behind a row of terrace houses along Jalan Hijau 4, towards the side of a house at 367A, Jalan Tan Sri Teh Ewe Lim, between 6.26pm and 6.30pm on Sept 23.
The men were charge under Section 29(1)(e) of the Animal Welfare Act 2015, read together with Section 34 of the Penal Code.
Veterinary Services Department (DVS) prosecuting officer Noorfaiz Fikri Nor Azmi led the prosecution, assisted by Azhar Ahmad. The two accused were represented by lawyer K Mahendran.
During the proceedings, Azhar informed the court that the prosecution would file an application to dispose of the dog under the Animal Welfare Act, allowing it to be offered for adoption to a suitable owner.
The court fixed Dec 7 for mention.
The dog, now named Blacky by its caregiver, was also brought to court and was reported to have recovered from injuries to its legs.
The case came to light after a video showing a dog being dragged behind a motorcycle in Batu Lancang, Jelutong, went viral. An independent animal rescuer subsequently lodged a report with the DVS. - October 29, 2026
