FISHING competitions in Sabah that rely on participant entry fees to fund prizes are haram (prohibited), said the Sabah Mufti’s Office.
It said this falls under gambling practices (qimar) and violates Islamic principles.
In a statement, the department explained that such practices contradict the concept of ‘iwad’ (fair return or compensation), as only the winners benefit from the prize pool funded by participants’ fees.
“The collection of entry fees to finance prizes is prohibited because it is considered gambling and is against Syariah principles,” the department said.
However, the department clarified that fishing competitions are generally permissible (harus) if they adhere to specific guidelines.
For instance, the activity is allowed if prizes are sponsored by third parties who are not part of the competition.
“The original ruling for participating in fishing competitions is permissible as long as they comply with Syariah guidelines,” it said.
The department also urged Muslims who wish to organise or take part in such events to ensure they are free from elements of gambling or fraud.
“Muslims must ensure that any fishing competition is clean from elements of gambling or fraud and is in line with Syariah requirements,” it said.
This clarification follows a decision made during the Muzakarah Majlis Fatwa Negeri Sabah (Sabah State Fatwa Committee) in 2017 under decision number Bil. 1/2017.
