A RAID to rescue 20 children from the clutches of an uncertain future has now raised more questions than answers for the authorities here in Penang.
Out of the 20 children, including a 15-day old baby girl, 13 did not have relevant documents while five have valid documents such as birth certificates but no legal guardians have come forward.
Two children were later taken home by their Malaysian guardians, who provided the necessary legal documents to convince the authorities of their status.
The fate of the others, including teenagers, and the infant found in an abandoned warehouse in Bukit Mertajam, living with stray dogs, remains unknown.
They were allegedly living in deplorable conditions, causing great distress to the raiding party members.
State executive councillor Lim Siew Khim, who oversee the welfare portfolio, including women and children’s rights, had limited answers except that they still had to investigate further.
Lim said that the raid last Monday found the children under the care of five local adult supervisors, who have since being detained for questioning.
"Majority of the children managed to converse in basic Mandarin and a some Bahasa Malaysia."
Lim sensed that the children were coached to provide answers while their living conditions were shabby and did not get proper food.
The children, now under the care of the social welfare services have been sent for medical examinations and will be given nutritious food, counselling and proper shelter, said Lim.
The briefing to the media was also attended by state social welfare department director Rozita Ibrahim and Penang Women Development Corporation Sdn Bhd chief executive director Datuk Ong Bee Leng, and other officials.
Lim said that the investigation with the police, would be conducted in stages with the safety and well-being of the children as a top priority.
"I suspect that the children may have been abused too."
Presently, there is speculation that the children were to be trafficked out, especially those without valid documents.
The local adult supervisors were also believed to be part of an illegal childcare service, who took possession of children left abandoned by their parents.
Lim urged the public not to speculate but to aid the state if they come across such suspicious activities.
The rescue follows complaints lodged to the welfare authorities last year.

At that time, the children could not be located despite information provided by locals.
The authorities finally had a breakthrough last week following a good tip-off, said Lim.
Ong meanwhile said the children are likely to have being abandoned.
“They are stateless or could have been born out of illegal relationships. Their parents could be illegal workers here."
The investigations would take time but at least the children have been rescued and they are safe now under the supervision of the social welfare, said Ong.
Penang as a choice logistic hub, can be accessed by air, sea and land, hence over the years, it has become a spot for many smuggling activities.
Narcotics trade and human trafficking is said to be among the common illegal activities. - July 28, 2025
