PAKATAN Harapan (PH) Negeri Sembilan has committed to continuing the interest-free Rumah Harapan Rakyat (RHR) housing scheme to enable more residents to own their own homes if given the mandate to form the state government after the 16th Negeri Sembilan State Election.
PH Negeri Sembilan chairman Datuk Seri Aminuddin Harun said the scheme allowed houses to be built on land owned by applicants or family-owned land with the owner’s consent, providing lower-income groups with an opportunity to secure affordable housing.
He said RHR homes were offered at around RM85,000, depending on current construction costs, with buyers not charged any interest until full repayment was completed.
“Besides cooperation with the private sector to build affordable housing, the state government provides Rumah Harapan which can be built on their own land or family-owned land with permission.
“The important thing is that these houses are provided without any interest until they have completed their payments,” he said after attending a meet-and-greet programme with residents of Kampung Segenting in Port Dickson on Monday.
Aminuddin, who is also PH’s candidate for the Linggi state constituency, said the scheme was among the state government’s initiatives to ensure both urban and rural communities had opportunities to own homes.
He said the initiative could also help revitalise villages by encouraging more residents, particularly young people, to return and settle in their hometowns.
“We want to bring back a more vibrant village atmosphere, with more people returning to live in their villages.
“This will not only benefit urban development but also help develop villages so they are not abandoned by the community,” he said.
Aminuddin said the RHR scheme complemented other housing initiatives offered by PH, including Rumah Mampu Milik (RMM) and People’s Housing Projects (PPR), through cooperation between the state government, Federal Government and private developers.
On PH’s manifesto target of building 20,000 affordable homes, he said the figure covered various housing categories, including RMM, RHR, PPR and projects under federal housing agencies.
He said the state government had already secured approval for PPR developments in several locations, including Nilai involving high-rise housing projects, as well as landed housing developments in Linggi and Johol.
“I am confident that with close cooperation between the state government and the Federal Government, more PPR projects can be implemented, especially in areas that have received less attention from private developers,” he said. - July 27, 2026
