POLICE have opened an investigation into the death of a dog during a stray animal capture operation in Taman Teluk Gedung Indah, Port Klang.
South Klang district police chief Assistant Commissioner Lim Jit Huey said the case is being investigated under Section 428 of the Penal Code, which relates to mischief by killing or maiming an animal.
"The incident occurred at about 10.50pm on July 29 in front of a house in Taman Teluk Gedung Indah, Port Klang. It happened during a community operation to capture stray dogs conducted by the Royal City Council of Klang (MBDK) with the assistance of local residents," he said.
Lim said the dog's carcass has been sent to the Department of Veterinary Services for a post-mortem examination to assist investigations.
Meanwhile, the Stray Animal Foundation Association of Malaysia (SAFM) alleged that the dog, named Rocky, was beaten, strangled and dragged to its death by a group of men during the operation.
The animal welfare group claimed that neighbours witnessed the incident, while Rocky's owner arrived only after the dog had already been restrained with a catch pole.
SAFM further alleged that the owner was assaulted while attempting to rescue the dog, claiming he was struck several times on his right arm with a piece of wood while another individual prevented him from reaching the animal.
The organisation also claimed that two MBDK enforcement officers were present while the dog was allegedly being strangled.
"MBDK must explain why the act was not stopped immediately," the group said.
On Friday, MBDK defended the operation, saying an individual had acted aggressively by attempting to cut the capture loop with a knife and threatened to harm enforcement personnel if the dog was not released.
The council said the ensuing struggle and commotion disrupted efforts by its officers to safely release and remove the restraint from the animal, ultimately resulting in the dog's death.
