POLICE are in the final phase of their investigation into the Tabung Haji Royal Commission of Inquiry (RCI), with a decision on possible prosecution expected soon, Bukit Aman said.
Bukit Aman Commercial Crime Investigation Department director Datuk Rusdi Mohd Isa said investigators were now completing the probe and gathering sufficient evidence to ensure any legal action was taken transparently and with integrity.
“The case is not something new, but involves a series of investigations conducted from 2016 to 2018,” he said in the MMTV PodX podcast on Sunday.
“I cannot comment further because we do not want people outside to draw their own conclusions about who may be charged.
“For the police, strong evidence is the most important basis. Therefore, give PDRM full room to complete this investigation as thoroughly as possible,” he said.
Five individuals, including a former Tabung Haji chairman, former chief executive officer, former chief financial officer and a serving staff member of the institution, were previously detained to assist investigations into the TH RCI case.
Rusdi said the Royal Malaysia Police (PDRM) and Malaysian Anti-Corruption Commission (MACC) had clearly defined roles and jurisdictions under the law in the high-profile investigation.
He said PDRM’s focus was on commercial crime offences, particularly those under Section 420 of the Penal Code involving cheating and Section 409 involving criminal breach of trust.
“Any element involving abuse of power or corruption is fully within the scope of the MACC’s investigation under the MACC Act 2009.
“This cross-agency investigation also examines various other legal aspects, including possible offences under the Companies Act and Securities Commission (SC) regulations.
“If PDRM detects any offence outside the police’s jurisdiction during the course of the investigation, the case will be referred to the relevant agency for further action,” he said.
Rusdi said referrals between enforcement agencies were a normal process, with some reports received by police being handed over to other agencies.
“There are also reports received by external agencies that are transferred to PDRM, to ensure appropriate legal action can be taken,” he said. - September 14, 2026
