Police refer Noorazli speech probe to AGC after 93 statements recorded

POLICE have recorded statements from 93 people and received 86 reports over a speech by Selangor UMNO delegate Datuk Noorazli Said at the 2026 UMNO general assembly that touched on religious sensitivities.

Bukit Aman Criminal Investigation Department director Datuk M. Kumar said the investigation paper has been referred to the Attorney-General’s Chambers for further directions and advice.

The 93 people whose statements were recorded comprised members of the public, organisers and UMNO delegates, including the suspect.

“The investigation paper has been referred to the Attorney-General’s Chambers on Sept 18, 2026 for further directions and advice,” he said in a statement.

The investigation is being conducted under Section 298 of the Penal Code and Section 233 of the Communications and Multimedia Act 1998.

Section 298 covers the uttering of words, making sounds or gestures with the intention of wounding another person’s religious feelings. If convicted, an offender may be jailed for up to one year, fined, or both.

Section 233 concerns improper use of network facilities or network services. A person convicted under the provision may be fined up to RM500,000, jailed for up to two years, or both.

M. Kumar advised the public against speculation that could interfere with the investigation or using network facilities or services to circulate information of unverified authenticity.

He also called for the cooperation of all parties to ensure the digital space remains a safe platform while promoting mature and respectful communication in the interest of social wellbeing and national stability.

The speech was delivered during the recent 2026 UMNO general assembly at the Putra World Trade Centre in Kuala Lumpur. - September 18 2026
