No change to non-recognition for UEC holders, says Melaka govt

MELAKA – The Melaka government has never made any changes to the conditions stipulated in the existing civil service circular to accept Unified Examination Certificate (UEC) holders for recruitment.

Education, higher education, technical and vocational, science and innovations committee chairman in the chief minister’s office Datuk Noor Effandi Ahmad said that the state government has never recognised UEC certificates for employment through its human resource management division.

“What happened was that during the previous (Pakatan Harapan) administration, the then-chief minister (Adly Zahari) said that the Melaka government would open the opportunity to accept UEC holders.

“However, the decision ended there and was never brought to the National Security Council. Hence, we declare in this Dewan that there is no further action on the issue,” he told the state assembly sitting at the Seri Negeri Complex here today.

Noor Effandi (Bersatu-Telok Mas) said this in his reply to a question from Datuk Md Rawi Mahmud (BN-Tanjung Bidara) regarding the extent of recognition of UEC holders by the state government, especially in civil service recruitment.

On August 16, 2018, Bernama reported that the Melaka state assembly was told that the recognition of the UEC certificate by the state government only involved its civil service and it was different from the federal government.

Noor Effandi added that as at today, only one civil servant in the state was appointed as the chief executive officer of the Melaka Biotechnology Corporation based on his UEC certificate, but his service ended in April.

“Since then, no UEC holders have been appointed as civil servants in the state as the Melaka government administration is still subject to the current rules and regulations set by the federal government based on Service Circular No. 1 of 2016,” he said. – Bernama, December 9, 2020
