THE Government will officially launch its Cyber and Electromagnetic Command Headquarters (MPSE) in November, as part of a phased plan to establish a dedicated cyber force by the end of this decade, the Defence Ministry confirmed on Wednesday.
Defence Minister Datuk Seri Mohamed Khaled Nordin said the MPSE will serve as the central hub for operations in the cyber and electromagnetic domains, forming a key component of the Malaysian Armed Forces’ modernisation strategy.
"The MPSE is expected to be officially launched in November, with its capabilities to be built in phases under the 13th Malaysia Plan (13MP). The goal is for MPSE to become a fully capable formation by 2030," he said in a written reply to Parliament.
The initiative responds to growing concerns over cyber threats, including ransomware attacks and digital incursions targeting critical infrastructure. Khaled noted that the creation of the cyber force aligns with the Armed Forces' future force strategy, which prioritises mastery of non-traditional defence domains such as cyberspace and the electromagnetic spectrum.
The MPSE is being developed as a strategic response to evolving threats that transcend conventional battlefields, placing emphasis on digital warfare preparedness and resilience.
In April, Armed Forces chief General Datuk Mohd Nizam Jaafar described the MPSE as a pillar of operational readiness within his leadership framework. He said the command would enhance the military’s capacity to respond to new-age threats and function as a critical node in safeguarding national sovereignty.
General Nizam also underscored four foundational priorities for the cyber force’s development: effective command and control, robust organisational structure, sustainable logistical support, and focused, systematic training.
The phased implementation of the MPSE under the 13th Malaysia Plan reflects the government’s broader push to future-proof the nation’s defence architecture through digital capabilities and strategic domain dominance.
The MPSE is expected to operate in close coordination with other branches of the Malaysian Armed Forces, as well as domestic and international cyber defence partners. - October10, 2025
