THE Malaysian Government is set to host and chair the 43rd ASEAN Ministers on Energy Meeting (AMEM) and related events from 16 to 17 October in Kuala Lumpur, marking a decade since it last held the leadership role in 2015.
The meetings will be chaired by Deputy Prime Minister II and Minister of Energy Transition and Water Transformation, Datuk Seri Fadillah Yusof.
The platform brings together ASEAN energy ministers, dialogue partners, international energy organisations, multilateral development banks, and industry players to strengthen regional cooperation in the energy sector.
A key highlight of this year’s agenda is the discussion of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2026–2030, which will outline the regional energy roadmap for the next five years.
Other central issues include the signing of regional Memoranda of Understanding on the ASEAN Power Grid (APG) and the ASEAN Petroleum Security Agreement (APSA), designed to accelerate low-carbon energy transition, enhance energy connectivity, and boost regional supply security.
Malaysia will also propose the ASEAN Power Grid Financing (APGF) initiative, developed in collaboration with the Asian Development Bank and the World Bank, which aims to mobilise over USD12.5 billion in financing for cross-border grid connection projects.
Fadillah said Malaysia, as ASEAN Chair for 2025, is committed to leading a resilient and sustainable regional energy agenda. The country will focus on advancing the APG, establishing a regional energy market, and harmonising standards for the ASEAN Renewable Energy Certificate (REC) scheme.
“We aim to strengthen regional energy connectivity and transition pathways while tackling the challenges posed by climate change,” he said.
In parallel with AMEM, several related meetings will be held, including AMEM+3 with China, Japan and South Korea, the 19th East Asia Summit Energy Ministers’ Meeting, the AMEM–United States Dialogue, and sessions with the International Energy Agency (IEA) and the International Renewable Energy Agency (IRENA).
On 16 October, the ASEAN Energy Awards 2025 will recognise excellence in energy innovation and sustainability across three categories: ASEAN Coal Awards, ASEAN Energy Efficiency and Conservation Best Practices Awards, and ASEAN Renewable Energy Awards.
Running concurrently, the ASEAN Energy Business Forum (AEBF) 2025 will provide a key platform for private sector stakeholders, including investors, financiers, developers, and energy companies, to explore opportunities and contribute to ASEAN’s clean energy transition.
The Ministry of Energy Transition and Water Transformation (PETRA) stated that Malaysia will leverage its chairmanship to champion clean energy investments aligned with the Malaysia MADANI agenda, aiming to build a globally competitive green economy. - October 13, 2025
